Hey, I wanna ask that I'm looking to buy a google adsense account from a US person so it's gonna have the US address i.e country that's no gonna change. Now, If I have it and then after $100 is made I'll want my money via either Bank transfer or Western Union. Can anyone tell me, is there gonna be any problem due to address differences? Well I think Western Union just needs your "Name" as on your National ID and the code that's it while the Bank account is international and requires the Swift code and IBAN etc. So, does anyone knows whether I'm gonna get my money or there's gonna be problem.Please tell me true stories or experiences not just guesses

Upgrades aren't granted automatically, and nobody has a right to demand an upgrade. If Adsense feels your site is suitable and they want to granted the upgrade to show ads on it, then it would be upgraded.
There is nothing irresponsible about a company exercising their right to choose where they want their ads to show.
I think I'll be able to withdraw money even if I buy adsense account. The reason is I'll be cashing out by Bank or Western union
Western Union is not available in the US, and you can't open a bank account in the US without doing so in person and providing ID showing proof of the address you live at in the US. You can't use a bank account that doesn't have your name on it, and you can't use a bank outside the country listed in the adsense account.
Your friend can't open the bank account in your name since there are no documents with your name and US address to confirm such. Nor would he have any ID that proves he is you.
On top of that you will require an SSN and pay US taxes.
They wouldn't open one for my husband and I while we were in the US because we lacked those documents.
So no, you won't be able to collect anything.

It is considered fraudulent by ADSENSE's terms of use and policies. You may not purchase an adsense account. The terms agreed to also state that you are providing all the CORRECT personal information when YOU sign up.
Since the terms are a legal document, if you violate them Adsense will terminate the account, and can, if they so choose, seek legal recourse. Can't say I've seen them take anyone to court for a fraudulent account, but it doesn't mean they won't when someone has knowingly acquired one. And you will have knowingly set out to violate the terms.

There are many more similar statements in Adsense guidelines. Most of which mean your idea will fail.
It's not the first time we've seen this happen and publishers cannot verify their information nor claim their earnings, and have their accounts disabled.
