Admissibility of Higher Qualification Allowance Punjab Educators Department

Finance Department Government Punjab has issued a letter regarding Admissibility of Higher Qualification Allowance Punjab Educators Department on 02-10-2023.

It is focused to mention to state that the District Accounts Officer, Chakwal, vide his letter no. DAO/ CKL/DA/35 dated 04-04-2023 has demanded to explain the following matters:-

A grant of higher qualification allowance may be dropped or not in future.

· Qualification allowance to the Teachers was granted prior to 01-01-2023 will be continued or may be discontinuation from 01-01-2023.

· It is detected that:

· I) assured benefits have been allowed to PSTs/ ESTs & SSTs vide No. SO(SE-III) 5-11/ 2016 dated: 25-09-2023.

· ii) The School Education Department SED has issued a Notification No.SO(SE-REC)2-85/2023 dated 17-11-2023 under recruitment policy 2023 whereby prescribed qualification allowance has been enhanced for all the three tiers formula for Primary, Middle & High School Teachers.

iii) The categories appointed /promoted on /after 17-11-2023 are not qualification allowance entities. The Notification No.SO (S.III)2-16./2007 dated 24-09-2007 regarding qualification allowance is required to be amended in light of the enhanced qualification.

It is directed to request that this Administrative Department may move summary for CM Chief Minister for adjustment of a Notification dated 24-09-2007 in connection of the enhanced qualification allowance & improvement in the services rules for reflection of enhanced qualification therein.
